Hilary Atkins is the General Counsel and Senior Vice President for Finance and Administration for the Air Conditioning Contractors of America and Executive Director of the Air Conditioning Contractors of America Educational Institute. Her dual position is responsible for management of the Association’s Educational Institute; and for ACCA, corporate legal matters oversight, MIX Group program management and Industry Relations, and management of association administration and internal operations, finance and human resources.
Ms. Atkins came to ACCA from the American Trucking Associations (ATA), where in her ten-year tenure there she served as, among other positions, the Director of Operations for the ATA Litigation Center and Law and Regulatory Affairs department. While at the ATA she was responsible for managing the departments’ fund raising activities, developing new information products and services, planning and overseeing the marketing and staging of educational and networking forums for motor carrier general counsels and other transportation lawyers, communicating Litigation Center activities to members and contributors, and overseeing the Center’s management of state tax refund plans which translated to over $300 million in refunds to thousands of motor carriers in eleven states as a follow-up to successful class action litigation against the states for Commerce Clause violations.
Prior to joining the ATA, Ms. Atkins clerked for Justice J. Ruble Griffin on the Mississippi Supreme Court. She earned her Bachelor of Arts from the University of Virginia in 1983 and graduated with a Juris Doctor from the University of Mississippi School of Law in 1986. Ms. Atkins is a member of the Mississippi Bar and is admitted to practice in Mississippi and the U.S. Court of Appeals, Fifth Circuit.
